Richard J. Starr Scholarship

Recipients shall be incoming freshman students at ISU who are graduates of Dubuque Senior High School. In the event there are no qualified students identified from Dubuque Senior High School, students from Dubuque Hempstead High School may be considered for this scholarship. First preference shall be given to students who have demonstrated financial need as determined by the Office of Student Financial Aid.. Second preference shall be given to students who have demonstrated academic merit as evidenced by a minimum cumulative grade point average of 3.0 on a 4.0 scale. All awards shall be for one (1) year and may not be renewed. This award shall be made available to incoming freshman and first (1st) year transfer students.
